Natura 2000

The Natura 2000 network in Germany: Habitats Directive sites and Special Protection Areas, nationwide, from the harmonised European return. This is the free set the map opens with anywhere in Germany: and the point at which every appropriate assessment under § 34 BNatSchG begins.

Every area-based protection at once: Natura 2000, nature and landscape protection areas, national parks, national natural monuments and biosphere reserves with their three zones, plus the nature parks and Ramsar sites the states publish and the European return leaves out. Nationwide, the nature parks excepted.

Where an ecological consultant or a planning office starts: the protected-site network, the small designations, natural monuments and protected landscape components, the biotopes protected by law, the Annex I habitat types with their critical loads, and the species records. The small designations and biotopes are available where that state publishes them openly.

The water-law side of a site: drinking water and medicinal spring protection areas with their zones, designated flood plains and flood hazard maps, Saxony's flood-generation areas, and the bathing waters. A flood plain designated under § 78 WHG is the hardest restriction a scheme can meet.

Landscape character and woodland structure: unfragmented low-traffic areas, the comprehensive landscape character assessment, tree avenues, potential natural vegetation, research woodland reserves and land under natural forest development. The part of the impact regime under § 14 BNatSchG that is otherwise hardest to evidence.

Eingriff und Kompensation

Land already allocated to a measure, and habitat banking sites still to be had. Land once committed cannot serve as compensation a second time (§§ 13 ff. BNatSchG): which is why this layer belongs at the start of a compensation design and not at the end.
