The Vlaams Ecologisch Netwerk (VEN), comprising the Grote Eenheden Natuur (GEN) and the Grote Eenheden Natuur in Ontwikkeling (GENO), together with the natuurverwevingsgebieden (NVWG) of the IVON. The category determines the consequence: in VEN the verscherpte natuurtoets of article 26bis applies, which rules out any unavoidable and irreparable damage; in a natuurverwevingsgebied the authorities pursue only a stimulating policy, with no prohibitions of its own, so only the general natuurtoets that applies everywhere is in force. The publisher supplies this file at medium scale, 1:25,000 at most, and states explicitly that the file itself has no legal force.
