Publiekrechtelijke beperkingen (Wkpb)
What this layer shows
The Wkpb registration records that an administrative authority has had a public-law restriction entered against a parcel, for example on the basis of the Erfgoedwet, the Gemeentewet or the Wet bodembescherming. The entry is the public notification of that decision. Exactly what is prohibited or subject to permit is set out in the underlying decision and the source document, so request these before you assume a restriction. The register has no free-text name for each restriction; the objects are therefore named after their statutory basis, with the administrative authority, the Wkpb identification number and the document reference alongside.

Quickscan
What a consultant checks first: Natura 2000, National Parks and Ramsar wetlands, the public-law restrictions from the Wkpb register, rijksmonumenten, beschermde stads- en dorpsgezichten and World Heritage, the flood defences with their protection zone from the legger, and the province's water abstraction areas, groundwater protection areas and boringsvrije zones. The omgevingsplan and the Natuurnetwerk Nederland are missing here; for those, consult the Omgevingsloket and the provincial omgevingsverordening.
Planning
What carries through into the omgevingsplan and the watertoets: Natura 2000, the national reservations for new autowegen, the Wkpb restrictions, beschermde gezichten, World Heritage and the archaeological and cultural-historical maps of the RCE, the flood defences, protection zones and peilbesluiten of the waterschap, the ROR risk areas and the province's drinking water protection. The omgevingsplan and the bestemmingsplan themselves are not available as a map layer; you read the rules in the Omgevingsloket.
My parcel
What burdens a parcel: the public-law restrictions from the Kadaster's Wkpb register, rijksmonumenten and beschermde groenaanleggen, beschermde gezichten and World Heritage, Natura 2000, the waterstaatswerk and the protection zone of the waterschap, the peilbesluit, the province's drinking water protection and the national reservations for new autowegen. Every hit refers to a decision or a register; obtain it before you assume that a restriction applies.
