What this layer shows
Individual bird records shared with GBIF under an open licence (CC0 or CC BY), drawn for the view you have in front of you now. This is not an inventory and not a distribution map: where nothing is shown, either nobody looked or the record was not shared under a freely reusable licence, and in busy areas the map shows a maximum of three hundred records per view, so what you see is a sample. By far the majority of Dutch records are shared under a non-commercial licence and are therefore entirely absent from this layer, and part of what is shown consists of GPS positions from tagged birds rather than observations made by people. Where the publisher locates a record no better than a kilometre, it is drawn as a circle of that stated radius instead of a dot.
Not in the app's radius search: Observation records, not designations: an absence here is not evidence

Quickscan
What a consultant checks first: Natura 2000, National Parks and Ramsar wetlands, the public-law restrictions from the Wkpb register, rijksmonumenten, beschermde stads- en dorpsgezichten and World Heritage, the flood defences with their protection zone from the legger, and the province's water abstraction areas, groundwater protection areas and boringsvrije zones. The omgevingsplan and the Natuurnetwerk Nederland are missing here; for those, consult the Omgevingsloket and the provincial omgevingsverordening.
Nature
For the quickscan natuur and the natuurtoets: the Natura 2000 sites split by Habitats Directive and Birds Directive, so that for each site you can see under which directive the conservation objectives apply, together with the Nationale Parken, the Ramsar wetlands and, at sea, the fisheries measures in the North Sea. The Natuurnetwerk Nederland is not yet available as a national layer; consult the provinciale omgevingsverordening for that.
