Boringsvrije zone
What this layer shows
A zone around a drinking water abstraction in which the province restricts or prohibits drilling through the protective, poorly permeable clay layer, in order to protect the deeper groundwater. Boreholes, ground-source energy systems and foundations that reach deeper than the established limit are prohibited or subject to permit here. The protected depth is given in the data for only some of the zones. This is a national, indicative compilation by the RIVM and the province's omgevingsverordening remains decisive; in Friesland, Noord-Holland and Zeeland this layer returns no zones, and that is not the same as a finding that no zone is present.

Planning
What carries through into the omgevingsplan and the watertoets: Natura 2000, the national reservations for new autowegen, the Wkpb restrictions, beschermde gezichten, World Heritage and the archaeological and cultural-historical maps of the RCE, the flood defences, protection zones and peilbesluiten of the waterschap, the ROR risk areas and the province's drinking water protection. The omgevingsplan and the bestemmingsplan themselves are not available as a map layer; you read the rules in the Omgevingsloket.
Water
Everything you discuss with the waterschap and the province: the legger with flood defences, waterstaatswerken and protection zones, the normtrajecten of the primaire keringen, the peilbesluit areas, the KRW water bodies of Rijkswaterstaat, the ROR risk areas and the waterwingebieden, grondwaterbeschermingsgebieden and boringsvrije zones. Not every waterschap supplies every layer, so an empty result is no proof that no zoning applies.

What burdens a parcel: the public-law restrictions from the Kadaster's Wkpb register, rijksmonumenten and beschermde groenaanleggen, beschermde gezichten and World Heritage, Natura 2000, the waterstaatswerk and the protection zone of the waterschap, the peilbesluit, the province's drinking water protection and the national reservations for new autowegen. Every hit refers to a decision or a register; obtain it before you assume that a restriction applies.
