The Environment Agency's modelled surface-water extent for rainfall with a 1% (1 in 100) chance in any year: the scenario a drainage strategy or FRA usually assesses. It CONTAINS the 3.3% extent rather than sitting outside it. The data carries no risk-band attribute; if you need the published risk bands, that is a separate EA product.
