The constraints a consultancy checks first: Natura 2000 (the basis of the impact assessment), nature reserves, biotope orders, ZNIEFFs, Ramsar wetlands, classified sites, historic monument surroundings, sites patrimoniaux remarquables and PPR flood perimeters. It does not include each PPR's detailed regulatory zoning or the PLU rules: consult the planning document for buildability.
