They are legally secured and to be kept permanently, so they are not available for further compensation.

Land already allocated to a measure, and habitat banking sites still to be had. Land once committed cannot serve as compensation a second time (§§ 13 ff. BNatSchG), which is why this layer belongs at the start of a compensation design and not at the end.
