Habitat banking sites: measures carried out in advance and held in reserve so that they can later be allocated to an impact as compensation (§ 16 BNatSchG). For a scheme with no land of its own they are the practical alternative: they show where compensation is still to be had in the city.

Land already allocated to a measure, and habitat banking sites still to be had. Land once committed cannot serve as compensation a second time (§§ 13 ff. BNatSchG): which is why this layer belongs at the start of a compensation design and not at the end.
