Where birds have ACTUALLY been recorded: every observation shared to GBIF under an open licence, drawn for the view you are looking at. It is a record of where people have looked as much as where birds are, so blank ground means nobody submitted records there, not that the birds are absent. Pair it with Special Protection Areas, which are the legal answer to the same question.
