In the core zone use and access are largely excluded, the buffer zone depends on continued extensive management, and the transition zone includes settlements. Which zone applies decides the question: not the outer boundary of the area.

Every area-based protection at once: Natura 2000, nature and landscape protection areas, national parks, national natural monuments and biosphere reserves with their three zones, plus the nature parks and Ramsar sites the states publish and the European return leaves out. Nationwide, the nature parks excepted.

Where an ecological consultant or a planning office starts: the protected-site network, the small designations, natural monuments and protected landscape components, the biotopes protected by law, the Annex I habitat types with their critical loads, and the species records. The small designations and biotopes are available where that state publishes them openly.
