Wateringen are public authorities by virtue of the Act of 5 July 1956, with their own governing board and a defined area in which they manage the unnavigable watercourses and ditches. Within their area they are the advisory body for permits that affect the water system, and they levy their own tax. The layer itself restricts nothing, it indicates which authority you are dealing with.
